The Enforcement Directorate searched twelve locations across Mohali and Chandigarh on Thursday in connection with an alleged fraud involving Change of Land Use approvals issued by the Greater Mohali Area Development Authority. Searches conducted under the Prevention of Money Laundering Act targeted the Suntec City project, its promoter Ajay Sehgal, and three other real estate firms: ABS Townships Pvt Ltd, Altus Space Builders, and Dhir Constructions, according to reports in Business Standard and ANI. ED teams seized approximately ₹1 crore in cash during the operation.
The case background
The investigation traces to an FIR filed by Punjab Police on 19 November 2022 at Mullanpur police station, India TV reported, citing IPC sections 120B (criminal conspiracy), 420 (cheating), 467 (forgery of valuable security), 468 (forgery for cheating), 471 (using forged document), and 472 (counterfeiting seal).
According to the ED's allegations summarised in Business Standard, Ajay Sehgal and a co-accused, Suresh Kumar Bajaj, prepared fake consent letters for 30.5 acres of land belonging to 15 landowners. Signatures and thumbprints on those documents are alleged to have been forged. Those consent letters formed the basis on which GMADA granted Change of Land Use approval for what became Suntec City, a project developed by the Indian Cooperative Housing Building Society (ICHBS).
How the alleged fraud scaled
Once the CLU was secured, ICHBS allegedly enrolled members and collected over ₹150 crore without executing sale deeds, ED officials told Business Standard. The same CLU approval was subsequently used by Sehgal to develop two further projects, India TV reported: a multi-storey residential complex called La Canela, and a commercial complex called District 7. Units in both projects were sold. The proceeds are now alleged by the ED to be proceeds of crime under PMLA.
Prior regulatory actions
This is not the first agency action against the project. GMADA had originally approved the Suntec City proposal on a 108-acre parcel, and the Punjab Real Estate Regulatory Authority sanctioned the project in 2018, ThePrint reported. After affected buyers approached the Punjab and Haryana High Court, GMADA revoked the promoter's licence in July 2024. RERA also withdrew its approval the same year. Punjab Police had arrested Sehgal in 2022 following the original Mullanpur FIR.
A court's earlier observation
On 18 September 2024, the Additional Sessions Court at Mohali noted in an order that the DSP at Mullanpur was "particularly working under the influence of the accused Ajay Sehgal" and that the case had not been properly investigated, India TV reported, quoting from the court order.
The middleman allegations
Two alleged middlemen, Nitin Gohal and Pritpal Singh Dhinda, were also subject to ED searches. ED officials told Business Standard that Gohal helped builders who had defaulted on GMADA fees and arranged political support for them. ED sources told ANI they suspect Gohal was operating as a liaison and had played a role in coordinating between builders and influential persons.
ThePrint reported that Gohal is alleged to be linked to Rajbir Ghuman, described in that report as the Officer on Special Duty to Punjab Chief Minister Bhagwant Mann. None of the persons named as middlemen has been charged in connection with the present round of searches. Searches under PMLA are investigative steps and not, by themselves, findings of guilt.
The cash-throwing incident
During searches conducted at premises connected to Gohal and Dhinda, two bags containing approximately ₹21 lakh in ₹500 notes were thrown from a window of the Western Towers, a high-rise residential building in Mohali's Kharar area, Business Standard reported. Search teams recovered the scattered notes from the ground.
Shiromani Akali Dal leader Bikram Singh Majithia separately posted on X that bags of money had been thrown during the operation, ThePrint noted. ED officials said total cash seized across the day's searches was approximately ₹1 crore.
What happens next
The ED is reviewing financial records, property documents, digital evidence and transaction details recovered during the searches, ANI reported. The agency is examining what it has described as the alleged nexus between builders, middlemen, and officials involved in the approval process for real estate projects in the Mohali region.
PMLA proceedings can lead to provisional attachment of assets identified as proceeds of crime, separate from any criminal trial that may follow on the underlying FIR. The 2022 Mullanpur case remains in the criminal court system.

ਕੋਰਟ ਦਨੀ ਪਿਛਲੀ ਟਿੱਪਣੀ
18 ਸਤੰਬਰ 2024 ਨੂੰ, Mohali ਵਿਖੇ Additional Sessions Court ਨੇ ਇੱਕ ਆਦੇਸ਼ ਵਿਚ ਨੋਟ ਕੀਤਾ ਕਿ Mullanpur ਵਿਖੇ DSP "ਖਾਸ ਤੌਰ 'ਤੇ ਜ਼ਬਰਦਸਤੀ Ajay Sehgal ਦੇ ਪ੍ਰਭਾਵ ਅਧੀਨ ਕੰਮ ਕਰ ਰਿਹਾ ਸੀ" ਅਤੇ ਕਿ ਕੇਸ ਦੀ ਸਹੀ ਜਾਂਚ ਨਹੀਂ ਹੋਈ ਸੀ, India TV ਨੇ ਰਿਪੋਰਟ ਕੀਤਾ, ਕੋਰਟ ਦੇ ਆਦੇਸ਼ ਦੇ ਹਵਾਲੇ ਸੂਨੇ।
ਵਿਚੋਲੇ ਦੇ ਅਰੋਪ
ਦੋ ਆਖਿਤ ਵਿਚੋਲੇ, Nitin Gohal ਅਤੇ Pritpal Singh Dhinda, ED ਖੋਜਾਂ ਦੇ ਅਧੀਨ ਵੀ ਸਨ। ED ਅਫਸਰਾਂ ਨੇ Business Standard ਨੂੰ ਦੱਸਿਆ ਕਿ Gohal ਨੇ ਨਿਰਮਾਤਾਵਾਂ ਦੀ ਮਦਦ ਕੀਤੀ ਜਿਨ੍ਹਾਂ ਨੇ GMADA ਫੀਸ ਸੰਭਾਲ ਛੱਡੀ ਸੀ ਅਤੇ ਉਨ੍ਹਾਂ ਲਈ ਰਾਜਨੀਤਿਕ ਸਮਰਥਨ ਪ੍ਰਬੰਧਤ ਕੀਤਾ। ED ਸਰੋਤਾਂ ਨੇ ANI ਨੂੰ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਸ਼ੱਕ ਹੈ ਕਿ Gohal ਇੱਕ ਸੰਪਰਕ ਵਿਚ ਕਾਰਜ ਕਰ ਰਿਹਾ ਸੀ ਅਤੇ ਉਸ ਨੇ ਨਿਰਮਾਤਾਵਾਂ ਅਤੇ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਵਿਅਕਤਿਆਂ ਵਿਚ ਤਾਲਮੇਲ ਵਿਚ ਭੂਮਿਕਾ ਨਿਭਾਈ ਸੀ।
ThePrint ਨੇ ਰਿਪੋਰਟ ਕੀਤਾ ਕਿ Gohal ਨੂੰ Rajbir Ghuman ਨਾਲ ਸੰਬੰਧਿਤ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ, ਜਿਸ ਨੂੰ ਉਸ ਰਿਪੋਰਟ ਵਿਚ Punjab Chief Minister Bhagwant Mann ਲਈ Special Duty ਦਾ Officer ਦੱਸਿਆ ਗਿਆ ਹੈ। ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਵਿਚੋਲੇ ਦੇ ਤੌਰ 'ਤੇ ਨਾਂ ਲਿਖੇ ਗਏ ਜਾਂ ਮੌਜੂਦਾ ਖੋਜਾਂ ਦੇ ਸਿਲਸਿਲੇ ਵਿਚ ਚਾਰਜ ਨਹੀਂ ਕੀਤਾ ਗਿਆ। PMLA ਦੇ ਤਹਿਤ ਖੋਜਾਂ ਖੋਜੀ ਪਗ ਹਨ ਅਤੇ ਆਪਣੇ ਆਪ ਅਤੇ ਦੁਆਰਾ ਦੋਸ਼ਾਂ ਦੇ ਫੈਸਲੇ ਨਹੀਂ ਹਨ।
