No. A Punjab law sets a deadline for each service a GMADA plot owner applies for. A transfer and a no-dues certificate are two of them. The Enforcement Directorate's search at GMADA's Mohali headquarters did not change those deadlines. Only the state government can stretch them, and it has to do so by a formal notification. No report since the search mentions one.
Why the question has come up now
In October the High Court heard GMADA's challenge to the search. GMADA and the Punjab government want the search declared illegal. They also want their records and devices returned. The court asked the Centre to reply and fixed the next hearing for late October.
The search took place in late September at PUDA Bhawan, GMADA's headquarters in Mohali. GMADA says the search went on for about two days. It says floors were sealed and bags of records were carried away.
What allottees have reported since the search
The day after the search ended, The Tribune found several GMADA departments barely working. A public meeting on a land acquisition award was called off without notice. A meeting with IT City allottees was called off the next week.
IT City allottees also complained that GMADA was refusing to issue certificates, from no-dues certificates to completion certificates. They said this was happening while GMADA pressed them to pay disputed enhancement charges. Their councillor said officials told them completion certificates could not be processed because the office was tied up with the search.

The law that sets the deadlines
The law is the Punjab Transparency and Accountability in Delivery of Public Service Act. It replaced the older Punjab Right to Service Act.
The Act lets the state list public services and fix "the time limit for delivery of every public service". GMADA's estate services are on that list. They include permission to transfer a plot, the conveyance deed, the no-dues certificate and the completion certificate.
The duty is plain. Officers "shall provide the public service" to the eligible person "within the stipulated time in a transparent manner".
When the clock starts and how it ends
The clock starts when a complete application reaches the office. Before the time runs out, the officer has to do one of two things. One is to provide the service. The other is to reject the application. A rejection needs reasons recorded in writing and sent to the applicant.
Leaving the file untouched is neither of those.
The only way the deadline stretches
The Act allows one exception. The time limit may be extended "as may be notified by the Government". The Act names elections and natural calamities as examples, and adds "such other eventualities".
So an extension needs a notification from the state government. None of the reports since the search mentions one for GMADA. Without it, the normal time limits still apply.
What the Act provides when a deadline is missed
If a service is refused, or not delivered in time, the Act gives the applicant a right of appeal within thirty days. The appeal goes to the appellate authority named for that service. That officer can order the service to be delivered, and has thirty days to decide the appeal.
The Act also has that officer fine an official who failed to deliver "without sufficient and reasonable cause", and allows a fine for "undue delay". The fine comes out of the official's salary. Part of it can be paid to the applicant as compensation.
Above the appeal officer sits the Punjab Transparency and Accountability Commission. It can review an appeal officer's decision, and it can take up delays on its own.
Where the search could still matter
The search could matter when an appeal officer decides on a fine. A fine turns on whether the official had a fair reason for the delay. An officer might accept that days lost to the search were a fair reason. That could spare an official a fine.
The official would still have to deliver the service.
GMADA was already behind before the search
The Commission had acted on delays at GMADA a month before the search. In August it sent notices to GMADA officials asking them to explain why applications were left pending past their deadlines. It warned of a fine for each case.
It also pointed to a rule that requires officials to raise all their objections to an application at once, at the start. The Commission was concerned that objections raised one at a time were causing avoidable delays.
So the delays did not start with the search. The Commission had flagged overdue applications before it.
What the court case is about
The High Court case is about the search itself. GMADA wants the court to cancel the official approvals for the search and to return its records. No report says whether individual allottees' plot files were among the records taken.
Nothing reported from the case so far touches the deadlines for plot services. Those come from the state law, and they are still running.

ਤਲਾਸ਼ੀ ਤੋਂ ਪਹਿਲਾਂ ਹੀ GMADA ਪਿੱਛੇ ਸੀ
Commission ਨੇ ਤਲਾਸ਼ੀ ਤੋਂ ਇੱਕ ਮਹੀਨਾ ਪਹਿਲਾਂ GMADA ਵਿਖੇ ਦੇਰੀਆਂ 'ਤੇ ਕਾਰਵਾਈ ਕੀਤੀ ਸੀ। ਅਗਸਤ ਵਿੱਚ ਇਸਨੇ GMADA ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਨੋਟਿਸ ਭੇਜੇ ਅਤੇ ਪੁੱਛਿਆ ਕਿ ਅਰਜ਼ੀਆਂ ਸਮਾਂ-ਸੀਮਾਵਾਂ ਤੋਂ ਬਾਅਦ ਵੀ ਲੰਬਿਤ ਕਿਉਂ ਛੱਡੀਆਂ ਗਈਆਂ। ਇਸਨੇ ਹਰ ਕੇਸ ਲਈ ਜੁਰਮਾਨੇ ਦੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ।

ਇਸ ਲਈ ਦੇਰੀਆਂ ਤਲਾਸ਼ੀ ਤੋਂ ਸ਼ੁਰੂ ਨਹੀਂ ਹੋਈਆਂ। Commission ਨੇ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਬਕਾਇਆ ਅਰਜ਼ੀਆਂ ਵੱਲ ਧਿਆਨ ਦਿਵਾਇਆ ਸੀ।
ਅਦਾਲਤੀ ਕੇਸ ਕਿਸ ਬਾਰੇ ਹੈ
ਹਾਈ ਕੋਰਟ ਦਾ ਕੇਸ ਤਲਾਸ਼ੀ ਬਾਰੇ ਹੈ। GMADA ਚਾਹੁੰਦਾ ਹੈ ਕਿ ਅਦਾਲਤ ਤਲਾਸ਼ੀ ਲਈ ਦਿੱਤੀਆਂ ਰਸਮੀ ਮਨਜ਼ੂਰੀਆਂ ਰੱਦ ਕਰੇ ਅਤੇ ਇਸਦਾ ਰਿਕਾਰਡ ਵਾਪਸ ਕਰਵਾਏ। ਕਿਸੇ ਵੀ ਰਿਪੋਰਟ ਵਿੱਚ ਇਹ ਨਹੀਂ ਦੱਸਿਆ ਗਿਆ ਕਿ ਲਏ ਗਏ ਰਿਕਾਰਡ ਵਿੱਚ ਵਿਅਕਤੀਗਤ allottees ਦੀਆਂ ਪਲਾਟ ਫਾਈਲਾਂ ਸ਼ਾਮਲ ਸਨ ਜਾਂ ਨਹੀਂ।
