The Haryana Urban Development Authority (HUDA) was constituted in 1977 under the Haryana Urban Development Authority Act to plan and develop urban areas across Haryana. HUDA acquires land, develops infrastructure, and allots residential and commercial plots in planned sectors across Haryana's major cities — Panchkula, Gurugram, Faridabad, Ambala, Patiala (in Haryana's context), and others.
Within the Tricity context, HUDA's defining role is Panchkula — the planned extension city on Haryana's border with Chandigarh. Panchkula's sector grid, plot allotments, and infrastructure were developed by HUDA. The city sits within Haryana's administrative jurisdiction, distinct from Mohali (Punjab/GMADA) and Chandigarh (Union Territory). This three-state boundary is critical for property buyers: stamp duty rates, registration procedures, and authority frameworks differ across the three cities.
Note: HUDA has been reorganised in some capacities — the Haryana Shehri Vikas Pradhikaran (HSVP) is the current operating name for urban development functions. The HUDA brand remains widely used in property market parlance.
