The Permanent Lok Adalat has called in five senior officials over the delay in relaying a stretch of road in Sector 115: the Chief Secretary, the Principal Secretary of the Local Government Department, the Managing Director of the Punjab Water Supply and Sewerage Board, the Kharar MC Executive Officer, and the Deputy Commissioner.
That is an unusually senior list. When a Permanent Lok Adalat pulls in the Chief Secretary, the top civil servant in Punjab, it signals that the complaint is being treated as a systemic failure rather than a routine maintenance lapse.
The Classic Inter-Agency Deadlock
The road relay problem in Sector 115 follows a pattern residents across Mohali's developing sectors know well. The Punjab Water Supply and Sewerage Board digs up a road to lay pipes or carry out sewerage work. The excavation is covered temporarily with aggregate or gravel. The board's work is complete. The relay itself, meaning the bitumen surface that restores the road to its pre-dig condition, is supposed to follow, and is typically the responsibility of the Municipal Committee or MC for that area.
Then the buck-passing begins. PWSSB says it completed its part. The MC says restoration was PWSSB's obligation. Residents are left with a broken, half-gravelled road that worsens with traffic and every passing week of delay. Both agencies attend when called and record that they attended. The road does not get fixed.
This is not hypothetical. A near-identical sequence played out in Jalandhar, where the Defence Colony residents' society had to file an execution petition after the MC ignored a Permanent Lok Adalat order from October 2024 that set a November 30, 2024 deadline to repair the road. When the MC finally moved, it resurfaced only one side of the stretch and left the other under loose gravel, leaving commuters worse off than before.
Why the Permanent Lok Adalat Has Teeth
A Permanent Lok Adalat for Public Utility Services is a statutory body, not a mediation forum. Its awards are treated as civil court decrees and are directly enforceable through execution proceedings. The officials summoned must appear or face contempt consequences. No appeal lies against a final PLA award, so once an order is issued, the agency's only real option is to comply.
The reason residents increasingly turn to PLAs for civic infrastructure complaints, rather than filing online grievances or petitioning the MC, is that the PLA compels the responsible officials to be physically present and accountable in a formal setting. A complaint filed on a portal can be closed administratively. A summons before a statutory authority cannot.
What This Means for Sector 115 Residents and Buyers
Sector 115 sits in the developing Greater Mohali belt on the Kharar side, which is why the Kharar MC Executive Officer is among those summoned. Active listings in the sector have been moving as the wider corridor fills in with residential and commercial development. A badly relayed road in that context is not just a daily inconvenience. It depresses the perceived quality of the neighbourhood and shapes how incoming buyers judge the area on a site visit.
The PLA summons creates a paper trail and a timeline. The summoned officials now have a hearing date to attend and a formal obligation to either relay the road or explain on record why it has not been done. That same mechanism is available to resident welfare associations and individual residents in any Mohali or Tricity sector where inter-agency buck-passing has left a road unrestored after utility work.
The Punjab State Legal Services Authority maintains a Permanent Lok Adalat at Sector 69, Mohali. Complaints related to public utilities, including water supply, sewerage, and roads in notified areas, fall within its jurisdiction and can be filed without court fees.

PLA ਸੰਮਨ ਇੱਕ paper trail ਅਤੇ ਇੱਕ ਸਮਾਂ-ਰੇਖਾ ਬਣਾਉਂਦਾ ਹੈ। ਤਲਬ ਕੀਤੇ ਗਏ ਅਧਿਕਾਰੀਆਂ ਕੋਲ ਹੁਣ ਇੱਕ ਸੁਣਵਾਈ ਦੀ ਤਰੀਕ ਹੈ ਜਿਸ `ਚ ਸ਼ਾਮਲ ਹੋਣਾ ਹੈ ਅਤੇ ਸੜਕ ਨੂੰ ਰੀਲੇਅ ਕਰਨ ਜਾਂ ਰਿਕਾਰਡ `ਤੇ ਦੱਸਣ ਦੀ ਇੱਕ ਰਸਮੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ ਕਿ ਅਜਿਹਾ ਕਿਉਂ ਨਹੀਂ ਕੀਤਾ ਗਿਆ। ਉਹੀ ਵਿਧੀ resident welfare associations ਅਤੇ ਵਿਅਕਤੀਗਤ ਵਸਨੀਕਾਂ ਲਈ Mohali ਜਾਂ Tricity ਦੇ ਕਿਸੇ ਵੀ ਸੈਕਟਰ `ਚ ਉਪਲਬਧ ਹੈ ਜਿੱਥੇ ਅੰਤਰ-ਏਜੰਸੀ ਜਿੰਮੇਵਾਰੀ ਤੋਂ ਪਾਸਾ ਵੱਟਣ ਨੇ utility ਕੰਮ ਤੋਂ ਬਾਅਦ ਸੜਕ ਨੂੰ ਅਣ-ਬਹਾਲ ਛੱਡ ਦਿੱਤਾ ਹੈ।
Punjab State Legal Services Authority Sector 69, Mohali `ਚ ਇੱਕ Permanent Lok Adalat ਬਣਾਈ ਰੱਖਦਾ ਹੈ। Public utilities ਨਾਲ ਸਬੰਧਤ ਸ਼ਿਕਾਇਤਾਂ, ਜਿਸ `ਚ ਸੂਚਿਤ ਖੇਤਰਾਂ `ਚ ਪਾਣੀ ਦੀ ਸਪਲਾਈ, ਸੀਵਰੇਜ ਅਤੇ ਸੜਕਾਂ ਸ਼ਾਮਲ ਹਨ, ਇਸਦੇ ਅਧਿਕਾਰ ਖੇਤਰ `ਚ ਆਉਂਦੀਆਂ ਹਨ ਅਤੇ ਕੋਰਟ ਫੀਸਾਂ ਤੋਂ ਬਿਨਾਂ ਦਾਇਰ ਕੀਤੀਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ।
